Information About Preschool or Child Care Programs

These preschool and pre-kindergarten programs are available to children who meet certain eligibility criteria, such as low-income, limited English proficiency, disability, chronic health condition or developmental/educational need. Some programs serve four-year-olds only and some serve both three- and four-year-olds. The availability of these programs and the process for applying depends on the county you live in. Some counties have a single application process for all programs, while some have separate application processes for different programs. Good contacts to help you find available programs in your area are: the More at Four program contact for your county, your local public school system, or your local Partnership for Children (Smart Start).

The Division of Child Development is responsible for the star-rated license for child care centers and family child care homes. You can search for licensed child care centers and family child care homes in your area and check their quality star rating:

Smart Start is a public-private initiative that provides early education funding to all of North Carolina's 100 counties. Smart Start funds are administered at the local level through local nonprofit organizations called Local Partnerships. Smart Start funds are used to improve the quality of child care, make child care more affordable and accessible, provide access to health services and offer family support.
